Fiat-on-Chain

For treasuries, agencies and development banks

Conditional disbursement, with the supervisor's own node as the audit trail.

Benefits, grants, procurement and aid released on the conditions you set — in the treasury's own bank money.

The pain today

Conditions are enforced after the money has moved.

A grant is paid and audited later; a benefit is paid and clawed back; a milestone payment is released on a form. The audit trail is a report assembled afterwards, and the money has been through several institutions on the way.

The primitive that removes it

Release on the condition; see every step yourself. The condition becomes a rule the policy engine enforces before the money moves. Every disbursement, and every rule decision behind it, is visible in real time on a read-only node the state runs itself. Cross-border aid settles payment-versus-payment on two central banks' ledgers.

What stays, what changes, what never happens

  • What stays the same

Your treasury single account at the central bank or its banks, your budget law, your audit institution, your beneficiaries' banks.

  • What changes

Disbursement rules encoded and versioned; a supervisor node for the audit institution; agencies as participants through the treasury's bank.

  • What you never take on

A stablecoin program, a wallet rollout, a private-company reserve holding public money.

The board question

“Why not a central bank digital currency?”

A wholesale CBDC is welcome as the settlement asset — the network is designed to bind to one. What the protocol adds is what a CBDC does not: the binding to every bank's existing ledger, the conditional release, the identity reuse and the supervisor's continuous proof. It is complementary to a central bank's own project, not a substitute for it.

What it costs

Public-sector terms are set jurisdiction by jurisdiction under the rulebook; supervisor and audit nodes are provided free. Development banks settling cross-border pay settlement fees under the published formula. Indicative; your figures go in the joint business case.

Ask for the supervisor-node demonstration.

Thirty minutes on the reference network: a conditional disbursement, the rule decision behind it, and the audit node showing both — before a single change to your systems.
